The religious organization Council of Muftis of Russia in 2003 developed the standard "Regulation on the
organization of production, trade, control over the production and trade of products allowed for consumption by Muslims – «Halal-PPT-SMR» the second edition was put into effect in December 2004.
In 2007, the International Center for Standardization and Certification «Halal» was registered under the Council of Muftis of Russia under the Spiritual Administration of Muslims of the Russian Federation (ICSaС «Halal»), the main purpose of which is to coordinate the activities of regional bodies for certification of the standard «Halal»the development of uniform regulatory documents and the
establishment of common norms, rules and characteristics of «Halal»
